Public Health Representative IV

Minimum Qualifications

A Bachelor's degree in a related field and three years of relevant experience in a health, human service or community-based organization, that includes providing direct patient/client services, performing regulatory activities, conducting epidemiological research, and/or direct clinical care as a healthcare provider, or closely related experience; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. A Master's degree in a related field may substitute for one year of experience. At least one year of experience must have included program management or supervision of staff. 

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

The incumbent(s) hired into this position must live within commuting distance to the official work location. The incumbent(s) who relocate to New York State (NYS) for this position will be required to obtain a NYS driver’s license. NYS requires new residents to obtain a license within 30 days of becoming a resident. 

Preferred Qualifications

Bachelor's or graduate degree in infection control, biology, statistics, public health, epidemiology, nursing, or a related field. Certification in Infection Control (CIC), experience using the National Healthcare Safety Network (NHSN), knowledge of infection control policies and practices related to nMDROs, experience in outbreak investigation or control. Demonstrated experience writing reports or similar written communication and providing presentations. At least three years’ work experience in infection prevention and control in healthcare settings, quality improvement in healthcare settings, public health surveillance, healthcare-associated infection surveillance, and/or related public health activities. Experience with health-related data sets or disease registries and working with confidential data. Experience with information technology and systems used for electronic public health reporting.

Responsibilities

The Public Health Representative IV will work as part of NYSDOH’s Antimicrobial Resistance (AR) Surveillance and Response Program to address novel and targeted multidrug resistant organisms (nMDROs), including but not limited to carbapenemase-producing organisms and Candida auris. The incumbent will conduct case investigations and assessment of/and education on infection prevention and control activities to reduce the burden of nMDROs in the Capital, Central and Western Regions. Activities will include conducting on-site visits to facilities, gathering relevant clinical and epidemiological information, reviewing policies and practices, coordination of data, and preparing reports. The Public Health Representative IV will provide guidance to hospital, long-term acute care hospital, and nursing home infection prevention staff by utilizing state and federal guidelines to address potential outbreaks and ensure Infection Prevention and Control practices are in place to address potential outbreaks and prevent further spread. The Public Health Representative IV will provide education, training and guidance to acute and long-term facilities on infection prevention and control practices for MDROs and will also work to improve inter-facility communication to ensure that it includes relevant infection control information, such as MDRO status. The incumbent will ensure that health equity indicators are incorporated into all aspects of the work.
